Data comes from the California Department of Insurance Consumer Complaint Study for study year 2026 and covers complaint years 2025, 2024, and 2023.
For auto, the justified complaint ratio is per 100,000 earned exposures, including motorcycles and motor homes.
Lower justified complaint ratios are better.
This is public regulatory data. It is not an endorsement and does not measure insurance price.
JD Power and AM Best ratings are not included.

How to read the Carrier Report Card
- Where does this complaint data come from?
- From the California Department of Insurance Consumer Complaint Study, which the Department publishes under California Insurance Code section 12921.1. We summarize it and make it sortable. We do not adjust, weight, or reinterpret the published figures.
- What is a justified complaint ratio?
- A justified complaint is one where the Department found the company acted improperly. The ratio expresses those complaints per one hundred thousand earned exposures, so a large insurer and a small one can be compared fairly. Lower is better. Look at all three years together rather than one, because a single year can move on a handful of files.
- Should I just buy from the company with the lowest complaint ratio?
- No. Complaint data answers one of the five questions worth asking, which is how the company behaves when something goes wrong. It says nothing about whether the coverage fits you, what the contract excludes, or what the price is. Read it alongside the other four Cs.
- Why is a company I was offered not on this list?
- The study covers companies with enough California volume in a given line to produce a meaningful ratio. Smaller companies, surplus lines carriers, and companies writing mostly commercial business may not appear. Absence from the list is not a mark against a company.
